-get 3/4 inch ID (inner diameter) PVC or ABS pipe
-cut it into half centimeter wide rings (total of 8 for a set of 4 wheels)
-smooth the edges of the rings by sanding
-place the wheels in the freezer and wait for 30 min
-drop the rings into boiling water
-take the wheels from the freezer
-press on one ring at a time onto your wheels, one on the outside of the ridge, one on the inside of the ridge
-if you'd like (this is totally optional) get a thin 3/4 inch rubber o-ring and slip it into the groove formed in the center of the tread for extra traction. the wheels can be reused once the PVC wears down by taking a pair of wire cutters to the PVC rings and then putting new PVC rings on.

Good call, I also tried Krazy glue, just ran the car with the tires on slowly all four at once and just put it up somewhere so it can dry completely. Just don't take the tires off the rims, the glue will crack.
