How would i make an LED light kit

Hi, yea i was wondering on how i would go about making my own external light kit. the stock ones are hard to find now and some i do find can be way over priced for a few simple led's

i have thought about this my cars.
it is so simple that you could just have a button cell and some led lights?
or do i need a circuit board.
