They used to sell model kits at Walmart, you can also try Toy's R Us / AC Moore and other hobby and craft stores.

it depends on what you are after, if you are after a tamiya or revell model kit i use my local hobby store, but if i want a body i just go on ebay

Also, don't look specifically for 1/28th scale model kits. Very, very few exist while the dominant scales are 1/24th and 1/25th. These kits will fit with a little bit of modification; most of the time just being a lengthening of the chassis with a few extra spacers.
Cheers, Kyle

1/28 and 1/24 and 1/25 in a sense are basically the same especially once things get that small. For instance, I have a 1/24 4Runner model and its smaller than my 1/28 Titan Xmods body. And there are instances when the 1/24 model body is bigger than 1/28th, so you'll have to do a chassis extension (which on an Evo/Street chassis is very simple). So trust me, its perfectly fine to go for a 1/24 or 1/25 scale model. If it doesn't fit, just do some simple chassis mods.
