photo effects
where would i get this done or could some one do this to a pic (pm me for it) i cant download anything so dont saw i need an online thing this isnt b=me this is some old friend of mine

It the same image processed multiple times with an images processor (like Photoshop, GIMP, NikonPhoto, etc) and then layered together into a .gif animation file (Graphics Interchange Format, I believe). There are many websites that will layer the photos together for you.
When I make .gif images I keep the simple and use GifNinja.com. Simple, quick and painless.
