the reason enamels dont cure well under heat is because of the chemical composistion of the paint.
enamels and laquers will only flash cure under uv light.

acrylics and waterbased paints will cure under heat lamps because it evaporates the water content of the paint.

enamels= reaction to uv lightsource.
it really isnt a big deal with enamels because for the most part the cure to the touch within a half an hour if properly applied. full cure in about 2 weeks.
on the otherhand full cure can take up to 2 months if applied to heavily.

waterbased/soluable= reaction to heatsource.
also note that acrylics react VERY well to uv light.(anyone whos has taken a g/f or wife to get her nails done can verify this)
