If your dash is not properly grounded your gauges will act up as well as anythiing else that gets its ground from the dash (radio, which you claim to also have problems with). The fans weren't on when it was 70% up for about a minute, and I popped the hood. Came on about 30 seconds later after it.
Amp/Whine sounds like what Bondo describes. It's a power cable that runs from the battery to the amp, and it runs along side the audio cables. So, it could be that.
But I'm gonna check over all the engine bay grounds on Sunday.
